The minutes were accepted as correct then signed by the President.

4. Matters Arising

Para. 14:        The dates of quarterly meetings are now on the website.

The Council will revise the recent rule change regarding the maximum number of entries per person if this causes other problems.

5. President's Report

Thanks to help from many people the Exhibition was successfully staged. Thanks also to those who acted as stewards.

The award for the public's choice of best print was dealt with under item 9.

A proposed change of rule, which enables the Council to fine late-paying clubs, will be put to the AGM. Clubs will be notified with the AGM agenda.

6. Secretary's Report

The Council has been notified that Wokingham PS will be closing as from 26 th April and will terminate its membership from that date.
The PAGB has notified the secretary of the Colour Slide Championships and included entry forms. These will be sent to all clubs with the usual information packs. (Pat Christiansen was unexpectedly not at this meeting to distribute these.)
The PAGB has been notified that the Federation's representatives at Warwick will be Viewfinders of Romsey CC, and the Disabled Photographers Soc.
A calendar of PAGB events for 2004 is now available. These will be posted to clubs and put on the website.
We have also received draft guidelines for holding digital exhibitions. These will be posted to clubs and put on the website.
Notification of the National Audio Visual Championships to be held at Buxton has been received. These will be on 26 th to 28 th September 2003. This information was received too late to put in the newsletter or information packs but will be posted to clubs and put on the website. See also www.navc.org.uk
A rota for the PAGB annual competitions and exhibitions is also available. This will be posted to clubs and put on the website.
Notice was received today of the 8 th National Exhibition of Monochrome Photography Cotswold Salon 2003 at Blackfriars Priory, Gloucester. This will be posted to clubs and put on the website.

7. Treasurer's Report.

The PAGB rate per club will be going up from £20 to £21 next year.

Format 88 have resigned from the SPF.

Forty-seven out of sixty-nine clubs are using the PAGB public liability insurance. Five clubs have provided documentation showing that they are insured elsewhere. This means that 17 clubs are apparently uninsured. A revised statement on insurance, which will be included in the new handbook, was read out at this meeting. There will be a copy in the information pack to be sent later by Pat Christiansen.

Next year's SPF subscriptions will be increased in line with the agreed formula for inflation. Allowing for rounding they will be:

Clubs with up to 25 members £39.50
 26 to 50 £52.50
 51 to 75 £67.00
 more than 76 £81.00

Subscriptions proposed by Jon Mitchell and seconded by Bill Flood. To be agreed at AGM.

Forms requiring payment will be available at the AGM.

Four clubs have yet to pay for next year's league.

8. Competition Secretary's Report

8.1 League

The league is running satisfactorily with most of the 3 rd round results in. The fixture list for 2003/4 has been sent out but Wokingham's closure is causing some problems in the eastern league.
We have a venue for one semi-final but need a club to volunteer for the other.
Please return all trophies before the finals.

8.2 Slide (or Print) Championships

The next championships are scheduled for 26 th January 2004. This could be for prints, but this is looking increasingly unlikely.

Exhibition Secretary's Report

In the absence of an Exhibition Secretary, Bill asked for as many of the entries as possible to be taken after this meeting.

The public's choice of Best Print was very close. Print no. 31 (Misty Morn) came first with 14 votes. Second with 13 votes was print no. 182 (Spitfire). Third with 9 votes was Ice Rose. The winner, drawn at this meeting, was J Peterson of Awbridge Hill who will receive a gift token.

It was generally agreed that the new presentation style was an improvement, but that the nail-heads were too small allowing some prints to come loose.

The possibility of only accepting entries on 16 x 20 mounts was put to the meeting. This will improve the look of the exhibits and make hanging a little easier. There were no objections, but it was agreed that if this caused problems exceptions would be considered.

The Council is still looking for a venue for the PAGB exhibition at the end of the year. Mottisfont was suggested.

10. Publicity Secretary's Report

No report.

11. Newsletter Editor's Report

The editor was not at the meeting to give a report.

The Council had a meeting at which ideas to change the handbook were discussed. This should make it easier to use, improve its format, and will revise its content. One of two ways of producing it need to be decided - should it be 'on-line' i.e. on the website - or should it be hard copy? If the latter then the Council would like to make it loose-leaf such that when amendments are made only those pages needing changes would be sent out.

The meeting expressed a preference for a loose-leaf hard-copy handbook.


12. PAGB Executive Member's Report

In Bryan Powell's absence Pat Ball read the following report on a meeting held on 1/2 February 2003.

It will be proposed at the next AGM in April that an increase of £1.00 is made to club subscriptions.

FIAP Report

(Available for view from the SPF Sec.)

The report carries a new FIAP definition of Black & White and Colour. Full details are to follow but the emphasis will be that work going from very dark grey to very light grey is a monochrome work. They go on to state that "any B & W work totally toned in one single colour will remain monochrome work. Any B & W work which has been partially toned or had colour added becomes a colour print and must appear in the colour section."

PAGB Patronage

There were 22 Patronage acceptances for 2002 and so far there are 14 for this year. This includes The Vale of Evesham Exhibition.

Recorded Lectures

The cost of recorded lectures will be increased by £1 from £9 to £10 from 1st September this year. This is to cover the ever-increasing cost of postage.

NAVC

The SPF sec has information regarding the National Audio-Visual Championships (see item 6).

Insurance

David Marsh is continuing to try to obtain copies of the Insurance Policy for each Federation.

RPS

The RPS Permanent Collection has been moved to Bradford and will shortly be available for reference.


Alliance Judges

There are a number of alliance judges standing down:

D Leaflers, W Jones (AV), David Tann-Aylward, Joan Wakelin, Graham Reece, Derek Rodway, Mike Bakk (AV), Sid Reynolds (deceased), Ray Brightman (no longer doing AV), MJ Fry (now includes Prints and slides).

There are no additional new judges.

Handbook

Still on schedule for 1st August 2003. Feds to provide final info by 1st June.
Cost for 3000 copies will be £7000.00, which includes delivery

Photographic Awards

The next awards will be held at Lancaster on 26/27 April 2003. Applications for AV awards have been extended to 14th February. If not enough candidates come forward the alliance will be forced to cancel and try again next year.

Print Championship

This went very well with no problems. The event will be staged this year at Connahs Quay on Saturday 25 October 2003.

Colour Slide Championship

It has been decided this year not to award prize money to participating clubs. Starter packs are being distributed and all info will be sent directly to Federation Secs (see item 6). Entry paperwork will be sent directly to competing clubs.

13. AOB

About three clubs meet SDIG in the league. Since a large number of SDIG members are also judges this makes it difficult to get judges for the league. It would make judge selection simpler if judges declared in the handbook all of the clubs that they belong to. Can this be done? The Council will debate this at their next meeting.
