SOUTHERN PHOTOGRAPHIC FEDERATION Minutes of Meeting No. 162 (Annual General Meeting) held 5th May 2005 at Peter Symonds College, Winchester. • APOLOGIES . Jon Mitchell, Bill Flood, Trevor Muston, Basingstoke CC, Fareham & Portchester CC, Gosport CC, Locksheath & Sarisbury CC, Ordnance Survey PS, Yateley CC. • PRESENT . Reading CC, Spectrum, Viewfinders of Romsey CC,Winchester PS, Wonston & Worthys CC, Woolston CC. • MINUTES OF MEETING 161 held 9 th Feb. 2005 - approved and signed. • MATTERS ARISING. None. • AMENDMENT TO CONSTITUTION. As SPF has no winding up clause, insertion of following clause proposed by Council and carried unanimously: In event of the Federation being dissolved, or otherwise ceasing to exist, any assets held following settlement of all liabilities incurred shall be transferred to the Photographic Alliance of Gt. Britain (PAGB) to be held in trust by them until such time that any new Federation be created for the area (or part thereof) covered by the previous Federation. If the Federation is dissolved by calling a Special General Meeting (SGM) then any Quorum requirements will not apply. NB. All Clubs advised to check own Constitution on this subject. • PRESIDENT'S REPORT. In final report, advised Council had tried to respond to needs of Federation. several new initiatives introduced during past two years, including On line Comp., Deadline Diary & Roll of Honour. 2005 On line Comp., judged by Bryan Powell, had 135 entries , against previous year's 50. Winner Tony Wooton, Havant CC. Full details on SPF website. Thanks to Peter Read for his organisation. Deadline diary is updated quarterly. Also on website & in Exposure. Roll of Honour – took off well, nominations now tailed off. Image Appreciation Day did not take off – lack of support, but Digital Day over subscribed. • DIGITAL DAY. Rapid movement towards using digital cameras only by both new & existing club members plus rise of Digital File Projection Competitions means a need to be aware of progress and …the problems that can arise. Outcome of seminar was a need for some means of standardisation & suitable software to run competitions. To enable Council to assess availability of Digital projectors in Clubs, form being sent out by Handbook Sec. asks for info. on use of this medium. PLEASE, WILL CLUBS KEEP COUNCIL UPDATED ON USE/PROGRESS/GRANTS APPLIED FOR/RECEIVED. (See also report of PAGB Exec. Member). N.B. Maurice Hammon of Horndean CC has free software available to SPF clubs for digital image competition management. Contact mhandmh @ mhandmh.me.uk. • TREASURER'S REPORT. In his absence (moving house) copies of audited accounts for y.e.31.3.05 distri-buted. Cost of council members' expenses show sharp rise, but could double if all members claimed full PAGB rate. Now 69 member clubs – Sway latest addition. No details of P/L Insurance from 5 Clubs. He thanked Liz Whitemore for preparation & auditing of accounts. Further queries/info. dealt with by Liz. Proposed J. Mitchell, seconded Lynn Lambeth that accounts be accepted. Passed. As agreed at a previous AGM, it was proposed to raise subscriptions by 5%. PAGB will be raising their subs. by £2 per club. The resulting amounts would be : - Up to 25 members £43.50 26 – 50 58.00 51 - 75 73.50 76 or more 89.00 In addition a levy of £5 if subscriptions unpaid at 31 st October 2005, as previously. Amounts proposed by Jon Mitchell, seconded B. Spibey. Proposal carried. Forms available for collection at end of meeting for payment of subs. showing Treasurer's new address. • SECRETARY'S REPORT. Literature received re photographic project on Portsmouth (closing date 20.5.05) & a product day at Marwell by Nature Trek and Winchester branch of London Camera Exchange on 5.6.05. • ROLL OF HONOUR/ RECORDS OFFICER'S REPORT. Very few nominations this past year - two now awaiting approval by Council. Clubs reminded of need to nominate members. Forms available from George Walsh. • COMPETITION SECRETARYS' REPORTS. League. Entry forms/labels now being distributed for 2005/6 League competitions. Slide Championship. Full report had been given at SPF February meeting. John Mahany advised useful experience for his club members, who had assisted in organisation. A Club needed to organise 2007 event. If Crosfield Hall to be used, needs to be booked in Jan. 2006. Print Championship, to be held Feb. 2006 at Crosfield Hall, will be organised by Highcliffe & Infinity CC under Ian Bigg. Entry forms available shortly. As the two winning clubs will represent SPF in PAGB Print Championship, Council has decided (after lengthy discussion) because of possible conflict of interest (due to PAGB ruling) to restrict individual's representation to one club only. Meeting discussed impact on small clubs – advised this will be a ‘one off' initially to assess effect. Council will review feedback from clubs. N.B. This will not affect 2005/6 League competitions. • EXHIBITION SECRETARY'S REPORT. So far 32 clubs applied to exhibit prints. Maximum 39, so space still available. Nine clubs so far will be showing slides in Jan./Feb. 2006. Contact Bill for further information. • P.A.G.B. EXHIBITION SECRETARY'S REPORT. Nine of our entries for 2004 Print Exh. accepted. Selection for 2005 Print Exh. will be made on May 19 th . More prints urgently needed - happy to accept them up to that date. In 2004 PAGB Slide Exh. we had 10 accepted out of 33 submitted. Slides will be needed in September for selection, with 2005 Exh. slides in SPF area in December. Any change in club contacts to be notified to Anne. For 2006 PAGB Slide Exh. work will not be in our area until April/May 2007. Anne will accept bookings now. Because of clash of dates in hosting/organising PAGB Exhs.in 2006 and 2007, volunteer needed to organise SPF entry for PAGB Slide Exh. in Sept. 2006. Could understudy this year's selection proceedure. • PUBLICITY SECRETARY'S REPORT. Potential revenue up considerably on last year, but great reluctance by advertisers to pay up. Still chasing. Details in financial statement. David thanked by President for achievement. • NEWSLETTER SECRETARY'S REPORT . Current copies of Exposure available for collection at AGM. • HANDBOOK SECRETARY'S REPORT . Letters now being sent out to clubs, lecturers, judges for info. to prepare 2005 SPF Handbook. Deadline 16 th July – should any club have AGM after that date, please advise Ernie. Duplicate copy of all details held by George Walsh. Details already sent to PAGB for their Handbook – due out in September. E.mail addresses will not be shown because of frequent changes. • WEBMASTER'S REPORT . No report received. • JUDGES' SECRETARY'S REPORT. One new preliminary judge, but on I-O-W. Willing to come to coastal clubs. As last Judging Workshop cancelled (lack of support) hope to have another in near future. • PAGB EXECUTIVE MEMBER'S REPORT. Innovation at this year's AGM was short presentation by each Federation. SPF's, given by Jack, was on digital projection, problems arising & lack of guidance from PAGB, RPS & PSA. Followed up at subsequent Executive meeting by formation of a Technical Standards Sub Committee, which will initially report back at Oct. meeting. Various changes in PAGB officials. Insurance matters now handled by Gordon Jenkins(L & CPU). Plans under way to liase more closely with RPS. A non voting member will attend PAGB meetings. (SPF Council has now also decided to invite local Regional Organiser to attend our meetings – one outcome could be avoidance of clashing events) CD of 2004 FIAP Biennial Slides with Jack. Available to Clubs or a copy can be purchased for £5. At PAGB Distinctions held recently in Belfast, Phil Green has been successful in gaining his DPAGB in slides. Attention again drawn to minors in camera clubs & insurance position. Public Liability insurance will not protect against a ‘morals' claim. Clubs should consider age limit of 18 – if minors admitted suggest letter of indemnity & accompanying responsible adult. For any further advice contact Leo. • ELECTION OF OFFICERS. A vote of thanks was proposed by Roger Sims, thanking Anne for all the hard work she had done. Anne reiterated that there was an urgent need for more people, especially younger ones, to serve on the SPF Council. • ANY OTHER BUSINESS. Leo again reminded Clubs of need to deal carefully with membership of any minors. Jim Waddington, Chichester CC enquired whether any restriction might be imposed on use of copying digital files onto slide material. Advised nothing anticipated – there was need to move forward. Anne Mahany advised that some clubs were producing too much work for a judge to properly deal with in one evening. Please bring to Club officials' attention. Meeting closed at 9.39pm. EW. 7.5.05
