Minutes of Meeting No. 164 held 5 th December 2005 At Peter Symonds College, Winchester.

1.  APOLOGIES .  Jack & Liz Whitemore, Leo Rich, Hayling CC, Isle of Wight DIG, New Forest CC,  Storrington CC.

2. PRESENT .  Alton CC, ASIPS, Basingstoke Cc, Beaulieu CG, Bournemouth PS, Burghfield CC, Chichester CC, Disabled PS, E. Berks PS, Fareham & Portchester CC, Farnborough CC, Fordingbridge CC, GEMS, Gibraltar PS, Gosport CC, Havant CC, Highcliffe & Infinity CC, Horndean CC,  Jersey PC, Locksheath & Sarisbury CC, Marwell Zoo PG, Newbury CC, Ordnance Survey CC, Overton PC, Petersfield PS, Poole & Dist. 3. MINUTES OF MEETING 163  held 16 th   Sept. 2005 approved with one amendment, to include under item 7 - discussion took place regarding late paying in of cheques received from clubs.
A further short discussion on this  took place & reasons given.

4.  MATTERS ARISING .    Nothing further.

5.  PRESIDENT'S REPORT . (Read by Vice President) Jack reported sadly the death of Stan Webb, APAGB, a long-standing member of the Council on October 1 st & Betty Thurban of Jersey CC.   Obituaries for both are in the December Newsletter.
He had  presented Roll of Honour Certificates to Ron Fowler and Jim Gaines, both of Farnborough CC and Maurice Pugh of Southampton CC.  Vice President, Ian Bigg, had presented Ted Moore of GEMS with his.   Future presentations would all be made at member's own club night.
He welcomed Boscombe CC to the Federation.
He commented on the well-supported Digital Day organised by Fordingbridge CC in Nov. that he had attended.
Following a suggestion made that the SPF should reinstate the annual listing of club events as previously put together by Glyn Edmunds, he appealed for a volunteer to organise it, as Council members did not have time to run this non essential aid.  He also appealed for volunteers to take over as Treasurer, League Competition Secretary and Exhibition Secretary as all three would be resigning at the AGM.
It was hoped to have the new website up and running in January.
He mentioned the unsatisfactory location/facilities at venue where PAGB Print Championship held.  To be taken up with PAGB by Leo.
He wished all a very Happy Christmas and prosperous New Year.

6. SECRETARY'S REPORT .  In her absence it was reported that email 'alias' now working perfectly. 
Only about half of all clubs are bothering to acknowledge receipt of correspondence, when asked to do so!! 
Still have ongoing problem in Federation of information not getting through to right official in clubs. Meeting asked for ideas on how to solve problem.
All clubs should know postcode of meeting place, to call emergency services.

7. TREASURER'S REPORT .  Cash in Hand £76.30, Current a/c £1063.36, Deposit a/c £6016.55. 
66 Clubs paid subs. so far - three o/s. 
Subs. of £22 per club due to be paid to PAGB in January. 
Insurance forms for collection by clubs present - remainder will be posted.  There is a small rise for 2006/7.  
Query raised by S. Reading on their entry in current Handbook.  Club rep. to check.. 
Jon reminded meeting he would be standing down at AGM, so a new Treasurer needed.  Ian thanked Jon for all the hard work he had put in on behalf of the Federation and asked for a volunteer to take over as Treasurer.

8. EXHIBITION SECRETARY'S REPORT .  Final problems are being sorted. Judging by Ann Smith of Surrey Fed. on Sun. 11 th . 
Slide rota attached- clubs please check that contact names & phone. nos. correct.
Setting up Thurs. 5 th Jan. Preview evening Fri. 6 th Jan
Stewards urgently needed, particularly for Tuesdays and Saturdays.  Please contact Bill.
Work returned to clubs at next quarterly meeting on Feb. 15 th  (not 8 th as in Handbook and December Exposure).
Reminder. A new Exhibition Secretary will be needed at AGM. 
Ian thanked Bill for all work he had done for Exh. over the years.

9. LEAGUE COMPETITION SECRETARY'S REPORT .  Present leagues running well - website updated as results received. 
Hope to have 2006/7 fixture list available by Christmas.
Again meeting reminded that Dave resigning at AGM, so replacement League Sec. needed.
Vice President gave vote of thanks to Dave, complimenting him on efficient running of league.

10. PRINT CHAMPIONSHIP SECRETARY'S REPORT .  Highcliffe & Infinity CC will be assisting Council in running event.  They will have help from Farnborough CC, who will be using their digital projector to show prints on a large screen.
19 clubs are participating . Support needed from clubs on the day!!!
Slide Championship in 2007 will be at Copythorne.  Council would like next Print Championship in 2008 to be further north in region.  Suggestions needed.

11. PAGB EXHIBITION SECRETARY'S REPORT.   Details were given of PAGB Slide Exh. results.  SPF had 11 out of 35 accepted.  Anne congratulated those whose work had been accepted, especially Martin Western of Bournemouth PS, with all three accepted and one gaining a Selector's Medal.  Full details on website and in SPF Newsletter. Slides now being shown in SPF - details in Newsletter.
Anne reminded meeting, a volunteer was needed to organise SPF selection of slides for next year's Exh. as she would be handling showing of PAGB Print Exh. at Salisbury Library, which will occur at same time.

12. HANDBOOK SECRETARY'S REPORT.   Very few reported errors this time. Details are in Newsletter (one too late). NB. Please advise Ernie of change of email addresses of Club officials a.s.a.p. so that necessary changes can be made to mailing lists.

13. PUBLICITY SECRETARY'S REPORT.   Details given of  Exh. catalogue advertising revenue.  Agreed so far £230, plus further possible £75. Everyone asked to mention ads. with SPF when using these firms.  They will be shown on web. & in Newsletter.
To assist with catalogue preparation (limited time before Xmas shutdown)  Council to be asked to consider moving judging date forward.  NB.  This was agreed at Council meeting on Dec. 7 th .  This means  SPF Quarterly meeting, when work needs to be handed in, will need to be brought forward and is planned for MONDAY NOVEMBER 20 TH .
Bill asked for vote of thanks to David to be recorded for very difficult task he is very successfully achieving.

14. NEWSLETTER EDITOR'S REPORT.   December issue now available.  Many electronic copies still come back despite being sent out in small batches.  Everyone in Handbook has been sent copies electronically.  Thanks to all who has sent in material - extra page this time.  Quality of adverts is dependant upon way in which adverts. sent to him.  Trevor will investigate. 
N.B.  ERRORS IN NEWSLETTER  - (a) Page 8  - Diary of Events - FEBRUARY QUARTERLY MEETING WILL BE ON THE 15 TH .  PLEASE MAKE SURE YOUR DELEGATE KNOWS THIS!   (b) Page 9 - Date slides to be back to Bill Flood not shown- should read 11 th February.

15. PAGB EXECUTIVE MEMBER'S REPORT.   One new judge on PAGB list - Mrs. Libby Smith of Scottish Fed. 
PAGB Print Exh.  As a result of discussion document sent to all Feds. sub. committee formed to collate & report back at Feb. Exec. Meeting.
PAGB  AV  Championships will be on 21 - 23 rd Sept. 2006 - venue not yet known.
PAGB  Slide  Championships will be at Warwick on 15 th July 2006.
Patronage is becoming more popular for events.
Pictures will be shown on cover of PAGB Newsletters in future.  Images to Peter Brown, but if in colour need to convert easily to mono.
PAGB report on DI - interim in Feb. with final  hopefully in April. 
Only digitally exclusive competitions permitted not to issue hard copy catalogues.  They can be on CD. 
FIAP have reduced charges to Salons.  New HQ due to open in Paris April 2006 - it will have gallery space available. 
PAGB Distinctions  - resubmissions (except AV) need not be in same medium. Must be at same level.  No results yet from assessment weekend at Harrow.
Pierre Urrity of Doncaster CC banned from participating in any PAGB event due to inappropriate use of work for which he did not own copyright.  FIAP & RPS been informed. 

16. ROLL OF HONOUR /RECORDS OFFICER'S REPORT.   Two further awards presented since Sept. meeting - Maurice Pugh of Southampton CC and Ted  Moore of GEMS.  Two more still to be presented.  Others under consideration.
Clubs reminded to consider whether any of own members worthy of this award.
Processing awards takes around 5 weeks.

17. JUDGES' SECRETARY'S REPORT.   Planned to have another Judging Workshop in spring.  Full details later.  Attention drawn to short article in  Exposure - page 2.
Feedback -good or bad - welcomed  by Council, but must come from CLUB concerned, been ratified by its committee  and NOT   from individuals

18. WEBSITE. Statistics were given for past three months. 
Hope to have new website up and running in New Year - Peter and Trevor working on it.  Bill Flood asked for entry forms to be put on website for clubs to download.

19. ANY OTHER BUSINESS .
In International CC DP  league, organised by PSA, GEMS came 2 nd & had best image award (Ernie's -I've put this in. Liz!)  in their group.  GEMS was the only British club to enter.
Disabled PS have submitted letter for Council to consider regarding problems they encountered at PAGB Print Championships. 
Wrong dates shown in Exposure for next order for print boxes - orders in by 30 th March for delivery at AGM.
Details were given of  evening with Heather Angel at Hayling CC on 8 th May 2006.
