Minutes of Meeting No. 168 held 20th November 2006 at Peter Symonds College , Winchester

Meeting held on the 8th Sept were agreed and approved. Proposed by Southampton and seconded by Winchester

4.    Matters Arising
Southampton CC reported they are against having addresses and emails on the website.
Trevor Muston explained that he had removed any telephone numbers etc from the Website and only the email addresses were shown.
Clubs reps not getting minutes, Lynn Lambeth agreed to send again with the agenda. Minutes and agenda available on the website. Trevor stated they should be in either 10 or 12 point but would look into this as some clubs were finding the print too small.

5.   Presidents Report
Before starting his report Ian asked that the representatives vote Roy Lambeth onto Council as Treasurer. All were in agreement.
The President invited all the reps to stay after the meeting for a drink and mince pie as a thank you for attending the meetings through out the year. Thanks were given to Leo Rich and George Walsh for getting the entry together for the PAGB inter federation slide competition, although we did not get very far, this could possibly be because we do not have anyone to take this job on. We are looking for a competition rep for the PAGB competitions. Ian said he has had the pleasure of presenting 4 Roll on Honour certificates since the last meeting, and reminded the club reps to think about people in their clubs and whether they were worthy of this. Child photography remains an issue, this will be discussed as an agenda item but we must be aware it is a problem and take care when taking photographs.

6.   Secretary's Report
Letter received from PAGB regarding Mr Stuart Stott Jnr. His work will not be accepted in any exhibition or competition that comes under the PAGB control. Copies of letter will be sent to any club requesting a copy.

7.   Treasurers Report
Treasurer reported current account £4863.65, deposit account £6035.14 and cash in hand £19.06.
All clubs had paid their subs with only 2 clubs incurring the late payment penalty. This was only achieved through much chasing.
Public Liability insurance forms are ready for collection at end of meeting. Club reps to remind secretaries and treasurers that forms and cheques should be sent back by the 12th January 2007 . Their insurance will lapse on 1 st February if no payment received. The clubs will not be chased for this payment.

8.    Exhibition Secretary's Report
All clubs should have bought their prints and slide entries for the Exhibition. This year we have the maximum print entries of 39 and 32 slide entries. Judging taking place on the 26 th November and results will be sent out as soon as possible after this. Exhibition will be held in Salisbury Library Galleries from the 6 th – 27 th January 2007. Preview and presentation evening is 5th January from 7.15pm .
Any members free to help with the hanging of the exhibits on Thursday 4 th January will be welcome. Please bring small hammers and pliers. Tea and coffee will be provided. We are also looking for stewards for the duration of the exhibition.

9.    League Secretary's Report
Chris clarified that he will accept either post or email, do not need both. Clubs to keep signed sheets until after the finals if sending results by email. Next years league there are 45 clubs so will be 5 leagues of 9 clubs.

10.   Slide Championships
Details of entry and rules are in Exposure. Will also email details to secretaries.

11.   PAGB Exhibition
Despite a short time scale Leo kindly pulled together an entry from the slides club reps had bought to meeting and a few quick phone calls. Apologies for not having time to contact everyone. There were 6 acceptances but no awards.
Acceptance certificates were presented by Ian Bigg to those present. Acceptances were; Anne Mahany, Fordingbridge CC, Fay Mattock, Bournemouth PS, Colin and Pauline Thornhill, Petersfield PS, David Toff, Ordnance Survey PS, 2 acceptances.

12.   Handbook Secretary's Report
Dave asked clubs to send him full information of any changes. It is not very useful to just be sent a name and email as the handbook shows address and telephone number, sometimes even the club is not mentioned. If complete information is received the main file will be amended and the changes will be reported in the next Exposure. Full review will be done in Feb/March 2007.

13.   Publicity Secretary's Report
Adverts already agreed are: City Photographic, Storage depot, Jessops, Mifsuds, Sigma, Ashley Colour, and Fotospeed. GretagMacbeth have not replied yet but David is hopeful of this advert. Please note that City Photographic is under new management but still kept their sponsorship, they have also built & equipped a studio in Bedford Place , Southampton . Please spread the word to club members. Whenever you use any of these sponsors please let them know you are doing so as a member of the SPF. David gave thanks to Geoff for his patience in receiving the information for the catalogue. Ian also gave thanks to David for his hard work in securing so much sponsorship.

14.   Newsletter Editor & Webmaster Report
New Exposure ready for collection and available on the web. Copy for the spring edition must be with Trevor by the 12 th January 2007 . The on-line competition only generated 18 entries; they were viewed by several people and have now been judged. Winners will be shown on website after tonight. There will be changes to next year's competition and it will run from January to June. Trevor hopes to be able to set up a message board for this so people viewing can make comments about the pictures.
Request for images of any roll of honour presentations. Any amendments received will be actioned usually within 24 hours.
Some clubs do not show a postcode for their club meeting places, this means Trevor is unable to add a map link. Request to promote the website with club members.

15.   PAGB Executive Member's Report
Letter regarding Mr Stuart Stott Jnr. Please make sure it is Junior and Me John Stott Senior is still active in the photographic world.
PAGB Distinctions – the assessment this coming weekend is over subscribed and there is consideration to introduce a 3 rd assessment in the year but this is dependant on being able to get enough volunteers to run the event.
Anyone thinking of entering a panel for consideration will need to book well ahead.
FIAP's – PAGB are proposing to modify the points for the AFIAP. The system at the moment is 75 points with each print or digital image being accepted into exhibition gaining 2 points and each slide accepted gaining 1 point. The proposed change is the award 1 point for all 3 mediums and brings the total down to 60 points.
PAGB Print Championships, consideration was given to the venue and time of year but it was decided not to change either. The venue can only be used during the school holidays.
2 dates for the diary – AV Championships – 21/22nd September 2007, venue to be announced later. Slide Championships 21st July 2007 , Warwick .
Technical standards sub committee have not heard much from clubs but would be interested in hearing from all clubs on how often they use digital projection, what they use it for and what problems they are incurring.
Shropshire Photo website is worthy of a visit. New lecture available WIGAN10 The Slide Club. 100 images on CD, this makes a very reasonable priced club evening. Already booked by Locksheath.
Voluntary Arts Network has just produced a very interesting leaflet on the Licensing Act. Clubs need to check if they need a licence if they are organising special evenings outside of own venue. Website is www.voluntaryarts.org . Also important to let PAGB insurers know of any special events.

16.    Roll of Honour
Ian has made presentation to Clifford Derricut since the last meeting. Ian thanked George for all his hard work in running this. George made a plea for more promotion of this within the clubs.

17.   Judges Report
A meeting was held on the 2nd November for new judges. This proved to be successful with them covering several points not only about judging but about the administration of receiving bookings etc. It is hoped another judging workshop will be held in 2007 for more budding judges to be assessed.

18.    Photography of Children
David Fisher, chairman of Aldershot & Farnham Camera Club outlined what had happened to a couple of their members when photographing at a children's rugby match. Some children's sports clubs have appointed Child Protection Officers, the photographers were stopped and challenged by the CPO's and later were checked out by Community Police Officers, all this is very distressing for all concerned.
There was much discussion on this subject and it was suggested that members write to their local MP regarding their right to photograph in public places. RPS has taken issue with this and is supporting Austin Mitchell MP who will lead an early day motion on the subject.
It was also suggested that club members carry an identity badge signed off by the club they are associated with.
PAGB will also challenge who appoints the CPO's. They have also discussed with the RPS about a registration of photographers but this would not be possible to maintain.

19.   Any other business
Discussion regarding the recommendation of print size and a request from New Forest CC to ensure clarification on whether 40 x 50 is the preferred size or a maximum size. Agreed to discuss wording in Council and ensure clarification is put on the website.
PAGB Handbook review – maximum of 3 distinctions will be accepted in new handbook. Order will be civil, PAGB, FIAPP, RPS.
Plea for stewards for Exhibition at Salisbury Library during January.
